It is an honor to address you.
I am writing to you as one more citizen who wishes to expose and share an idea.
An idea to combat corruption at the institutional level.
In view of the regrettable events that are taking place, I believe that a forceful and realistic measure is necessary.
From my experience at the business and institutional level, I come to the following conclusions and suggestions for improvement:
All State purchases and acquisitions are made through different solicitation processes and evaluation as the selection of the supplier is determined by a special commission.
Likewise, in many cases, the areas of Logistics and Purchasing determine the final decision.
Many times these commissions and officers are directed by one or more senior and corrupt officials.
That is to say, within an institution not all the personnel are involved in the process of purchase and acquisition, they are only a minority.
Key points to call it that.
Faced with this difficult reality, it is necessary, apart from the “manual” control to call it so, that is to say, signed documents, seals, among other elements, a convincing proof such as audio.
The idea proposed is: each institution should have a closed audio circuit in the key points, telephones and annexes that should be constantly monitored by control or supervisory team, whose function should be to detect dialogues of corruption and follow up.
Whether this action is lawful should be assessed at the legal level. I am not a specialist in the subject, but if viable, this element must be communicated and published.
This would be used as a deterrent to any attempt or act of corruption.
The investment would be initially by acquiring audio circuit equipment in the most sensitive State entities with the greatest movement of economic resources, and then reaching the smallest ones.
The second major investment is the evaluation of trained “neutral” personnel who temporarily evaluate and listen to the audios.
I am not a legal specialist, but I believe that the activities (including conversations and coordination calls) of staff or public officials within an institution should be exclusively of a professional and labor nature.
It would be important to conduct a survey in order to perceive the opinion of the general population and opinion leaders.
The corrupt by nature acts in secret and always colluded with others, they know this tool, they will be more attentive to every step they take and every conversation they make within an institution.
A test or pilot could be done, in some institution, prior to the total confirmation of the use of this element.
If this element is available, it would also be important to establish a scale of crimes by amount and the exemplary punishments to each official, that is to say, the consequences described in a simple manner. “You do this and you deserve this.”
As a complement to each institution, there should be a free line where users can anonymously expose their cases (pressure, bribery, corruption, manipulation and any other act of corruption proposed by the public official).
Everything leads to the realization of a Great Campaign CORRUPTION 0 where the public is informed (citizens, external users, entrepreneurs, vendors, others) as the public internal institutions (Public Officials)
The central idea is to corner corruption.
